The leap rule, in one paragraph
A year is a leap year when it divides by 4 — unless it divides by 100, in which case it isn't — unless it also divides by 400, in which case it is again. So 2024 and 2028 are leap years, 2100 will not be, and 2000 was. Leap years near now: 2024, 2028, 2032, 2036, 2040, 2044, 2048. The rule exists because 365 even days lose about 6 hours of orbit every year, and those hours have to go somewhere: they pile up into February 29.
